Bio

Vicky is a graduate of Ursuline’s Class of 1991. Her daughter, Theresa Dills, is a current Upper School student who will graduate in 2027.

As a partner at Baird Mandalas Brockstedt LLC, Vicky has a regional practice concentrated on construction law. Her clients include owners, developers, contractors, subcontractors, architects and engineers. Vicky advises clients on transactional and litigation needs, including corporate formation, contract development, review and negotiation, construction defects, payment claims and mechanic’s liens, public bidding, prevailing wage law, surety claims, scheduling and delay claims, employee manuals and employment disputes, insurance coverage and claims and alternative dispute resolution. Her practice spans state and federal courts as well as private and AAA mediation and arbitration, both on behalf of clients and as a Superior Court of Delaware certified mediator. Vicky was named Top Lawyer in Delaware Today for construction law in 2016 and 2018 (feature article) and authors the Delaware chapter of the Fifty State Construction Lien and Bond Law treatise.

Vicky has a B.S. in civil engineering from the University of Delaware and worked for seven years as a project manager for one of the nation’s largest construction management and general contracting companies before receiving her J.D. from Widener University School of Law in 2001.

Vicky is a Delaware Water Infrastructure Advisory Council member and has served on multiple other boards, including The Committee of 100 and as Vice Chair of St. Edmond’s Academy Board of Directors. She is a member of the Associated Builders and Contractors (ABC) Delaware Chapter, Delaware Contractors Association, and American Council of Engineering Companies (ACEC) Delaware, among other industry trade organizations. In addition to volunteering at several community organizations and advising various entities on construction-related issues, Vicky frequently lectures clients and trade groups on construction contracts, Department of Labor developments, mechanic’s liens, construction documentation, and strategies to avoid construction claims.
